DPMPTSP has the authority to implement public services related to licensing and non-licensing. DPMPTSP is the party responsible for managing NIB for MSMEs in Padang City. DPMPTSP facilitates the creation of business permits for MSMEs in Padang City. This study aims to describe and analyze DPMPTSP Strategy in Improving NIB Management by MSMEs in Padang City. This study uses a qualitative method with a descriptive approach with data collection techniques, namely interviews and documentation. As for the data validity technique, this study uses source triangulation techniques. This study uses the core theory of strategy from Richard P. Rumelt which consists of a diagnosis that is to identify problems, guiding policies that describe the approaches used to overcome problems and coherent actions that are present to implement what has been determined in the guiding policy. The results of this study indicate that the DPMPTSP's strategy to improve NIB processing by MSEs in Padang City has been successful. The Padang City DPMPTSP has successfully implemented the Investment Services Program, achieving its goal of improving the processing of Business Identification Numbers by MSEs.</em></p> Putri Handayani Yoserizal Roni Ekha Putera Copyright (c) 2025 Indonesian Journal of Governance and Public Administration 2025-09-21 2025-09-21 1 1 1 15 IMPLEMENTASI PROGRAM UNGGULAN SATU NAGARI SATU EVENT DI KABUPATEN TANAH DATAR https://ijgpa.fisip.unand.ac.id/index.php/about/article/view/2 <p><em>The aims of research is to describe and analyze the implementation process of the flagship program One Nagari One Event in Tanah Datar Regency. The research is motivated by the observation that the local culture, traditions, and local wisdom in Tanah Datar are beginning to fade due to development of modern times. The implementation of the One Nagari One Event program is expected to provide a multiplier effect for the target group and the local government of Tanah Datar. This research used a qualitative descriptive method. Data collection was carried out using interviews and documentation. The selection of research informants using purposive sampling technique with source triangulation. The results of this study were analyzed using the program implementation theory proposed by David C. Korten, which consists of three mutually compatible variables. The research results indicate that the implementation of the flagship program One Nagari One Event in Tanah Datar regency is in alignment with the target groups and implementing organizations. The program has successfully in rediscovering and promoting the local arts, culture and culinary heritage of the nagari. The target group has actively participated in the program to receive its intended outputs. The method used in this research is a qualitative research method with a descriptive research design. The data obtained were carried out using data collection techniques in the form of observation, interviews and documentation. While checking the validity of the data in this study used source triangulation techniques with a purposive sampling technique for selecting informants. The theory used in this study is the policy evaluation theory put forward by William N Dunn including, effectiveness, efficiency, equalization of adequacy, responsiveness, accuracy. The results of this study are the Evaluation of Village Fund Management in Nagari Katapiang in 2023 is more used for the field of village government administration, the village fund budget in 2023 is not yet transparent to the community in clear details, the community only knows a part of it. In the implementation of village fund management, Nagari Katapiang has not fully involved the community in its management as in the planning stage. The performance of the Nagari Katapiang apparatus is still considered lacking in the fund disbursement stage, there are still revisions in the preparation of the Accountability Report, resulting in the delay in the disbursement of village funds. The existence of village funds in Nagari Katapiang has been able to address the community's economy, although not completely. The research is based on the increasing amount of waste in Padang city from year to year, which results in a higher volume of waste being sent to the final disposal site (TPA). This has made Padang the largest producer of waste among all the districts/cities in West Sumatera. The method in this research is descriptive qualitative. Data collection techniques such as interviews, documentation, and observation. Selection of research informants using purposive sampling technique, with source triangulation. The analysis of the research findings was carried out using the theory of policy implementation by Donald Van Meter and Carl Van Horn, which has six variables. The results of this research indicate that the implementation of the Household and Household- like Waste Management Policy in Padang has not been fully optimized, as the objectives of the policy have not yet been fully achieved. In the policy goals and objectives variable, the goals have not been fully achieved because the equity indicator has not yet been met. The human resources variable still faces deficiencies in both quality and quantity, as well as in terms of non-human resources. The social environment in the implementation of this policy, as seen from the public's response, shows that some people participate, while others do not. In terms of the economic indicator, support is still not maximized. Pariaman City Government issued a policy, namely Pariaman City Regional Regulation Number 2 of 2023 concerning Facilitation of Prevention and Eradication of Abuse and Illicit Trafficking of Narcotics and Narcotics Precursors (P4GN-PN). This policy was established and implemented as an effort to reduce the number of drug abuse and illicit trafficking in Pariaman City. This study uses Jan Merse's theory, which has four variables: information, policy content, community support, and potential distribution. The method used in this study is a descriptive research method and a qualitative approach. In this study, researchers used data collection techniques through interviews and documentation. Informants were selected using purposive sampling, and to validate the data, data triangulation and source triangulation techniques were used. The results of this study indicate that the implementation of Pariaman City Regional Regulation Number 2 of 2023 concerning the Facilitation of the Prevention and Eradication of Narcotics and Narcotics Precursor Abuse and Illicit Trafficking (P4GN-PN) has been carried out, but not completely. This is evidenced by the decline in the number of narcotics abuse and illicit trafficking cases in 2023, although not significantly. In its implementation, several activities contained in Pariaman City Regional Regulation Number 2 of 2023 concerning P4GN-PN Facilitation have not been implemented. In implementing this policy, there are several obstacles encountered by researchers in the field. In terms of information, it was seen that the provision of information in the form of socialization and the like by the implementers was not evenly distributed throughout Pariaman City. Other obstacles are the lack of support from the community, as well as uneven communication and coordination with the target audience.</em></p> Indah Putri Mawarni Kusdarini Nila Wahyuni Copyright (c) 2025 Indonesian Journal of Governance and Public Administration 2025-09-21 2025-09-21 1 1 62 77 INOVASI SMART WATER MANAGEMENT SYSTEM (SWMS) SEBAGAI SOLUSI PELAYANAN AIR BERSIH KOTA PADANG PANJANG https://ijgpa.fisip.unand.ac.id/index.php/about/article/view/6 <p><em>Smart Water Management System (SWMS) Innovation is a technology-based water service management innovation created by the Regional Public Company (Perumda) Air Minum Tirta Serambi in Padang Panjang City. This innovation assists staff in providing responsive water services and enhances the quality and quantity of water delivered to customers. This research aims to analyze the Smart Water Management System (SWMS) innovation as a solution for clean water services in Padang Panjang City using a qualitative method and a descriptive approach. Data collection techniques included interviews with purposive sampling, documentation related to the SWMS innovation, and observation with passive participant. The theory that use in this research is Innovation Theory from Everett M. Rogers which consists of Relative Advantage, Compatibility, Complexity, Triability, and Observability. The results of this study show that the SWMS innovation has fullfiled every indicators in the variables of the of Rogers' innovation theory. The SWMS innovation at Perumda Air Minum Tirta Serambi in Padang Panjang City is operating effectively, although there is still a lack of socialization, so the benefits of this innovation cannot being fully realized and used by the public. For the more, the data display in the SIMPEL application is still difficult to understand, and there are access barriers to this innovation on the website, which sometimes have a loading process before the innovation's display appears.
